Line a loaf tin with baking paper, allowing the edges to overhang.
Place the frozen raspberries, water and chia seeds in a small saucepan over medium heat. Bring to a gentle boil, then reduce the heat and simmer for 6–8 minutes, stirring occasionally and lightly mashing the berries, until thick and jam-like. Set aside to cool slightly.
Place the maple syrup, oil, peanut butter, oats and oat flour in a bowl and mix until a soft dough forms. The mixture should hold together when pressed.
Reserve 1/3 cup of the oat mixture for the topping. Press the remaining mixture firmly into the base of the tin. Spoon over the raspberry mixture and spread evenly. Crumble over the reserved oat mixture.
Refrigerate for 1–2 hours or until firm. Slice into 18 pieces to serve.
